The TDA18271c2 RF tracking filter calibration is a sensitive process
that requires silence on the i2c bus.  My guess is that the em28xx i2c
bus is not as quiet as it should be during this initialization.

However, first I would check to see whether the device works with the
windows driver.  Maybe it's broken.
