Hi Mauro,

Please pull from http://www.linuxtv.org/hg/~hverkuil/v4l-dvb-rds for the 
following:

- v4l2: add RDS API to videodev2.h
- v4l2-spec: finalize the RDS specification.
- bttv: set RDS capability if applicable.
- saa6588: conform to the final RDS spec.
- saa7134: set RDS capability if applicable.
- radio-cadet: conform to the RDS spec.
- radio-si470x: conform to the RDS spec.
- v4l2-ctl: update to the latest RDS spec.

This finalizes the RDS decoder specification. The only difference compared 
to my original RFC (1) is that I dropped the MMBS (or 'E block') support. 
As far as I can tell this service is discontinued in the US. I've added a 
note in the spec that if anyone needs this they should contact the list.
