Yep, the section was renamed to CAVEATS in
4131356cd ("man*/, man-pages.7: VERSIONS, STANDARDS, HISTORY: Reorganize sections")

I've fixed that:

Please report the broken link to Michael Kerrisk <mtk@xxxxxxxx>, and ask
him to link to
<https://git.kernel.org/pub/scm/docs/man-pages/man-pages.git/tree/CONTRIBUTING>
instead.

Do _not_ CC linux-man@ in that mail, please.

I've been reducing duplicate stuff in the website and keeping the
information only in the git repository.
