[PATCH 4/9] libc.7: Fix markup nits

* Use typographer's quotation marks instead of '"' for quotation.
* Hyperlink the text "GNU C Library" to its website.
* Add hyphenless break points to URLs.
* Break input lines after commas.
* Set multi-word parentheticals on their own input lines.
