[PATCH 07/14] gethostbyname.3: SYNOPSIS: Use 'restrict' in prototypes

glibc uses 'restrict' in gethostent_r(), gethostbyaddr_r(),
gethostbyname_r(), gethostbyname2_r().
Let's use it here too.
