[PATCH] ptrace.2: mention PTRACE_GET_SYSCALL_INFO in RETURN VALUE section

Mirror the wording about PTRACE_GET_SYSCALL_INFO return value semantics
from "DESCRIPTION" section to "RETURN VALUE" section.
