[PATCH] posix_madvise.3: Remove paragraph about POSIX_FADV_NOREUSE

POSIX_FADV_NOREUSE is documented for posix_fadvise, and a
corresponding POSIX_MADV_NOREUSE flag is not specified by POSIX.
