[PATCH] getprotoent_r.3: ATTRIBUTES: Note functions that are thread-safe

After research, We think
* getprotoent_r(),
* getprotobyname_r(),
* getprotobynumber_r(),
are thread-safe. But, there are not
markings of them in glibc document.
