[PATCH] getaddrinfo_a.3: ATTRIBUTES: Note functions that are thread-safe

After research, We think
* getaddrinfo_a(),
* gai_suspend(),
* gai_error(),
* gai_cancel(),
are thread-safe. But, there are not
markings of them in glibc document.
