[PATCH] charsets.7: update to reflect past developments

Hi,

while working with locale related pages charsets(7) and charmap(5) were found to be pretty out of date and page for repertoiremap(5) missing altogether. While at least charsets(7) could still be improved now it doesn't look so outdated anymore.
