[PATCH] isalpha.3: ATTRIBUTES: Note functions that are thread-safe

The functions isalnum(), isalpha(), isascii(), isblank(),
iscntrl(), isdigit(), isgraph(), islower(), isprint(),
ispunct(), isspace(), isupper() and isxdigit() are thread safe.
