This patch was not even compile-tested.
Apply this patch.
Enable CONFIG_HEADERS_INSTALL and CONFIG_UAPI_HEADERS_TEST.
"make ARCH=um" and see the errors.
The reason is obvious, UML is a kernel. No such userspace.
