[PATCH v2 5/9] RISC-V: KVM: Allow XVentanaCondOps extension for Guest/VM

We extend the KVM ISA extension ONE_REG interface to allow KVM
user space to detect and enable XVentanaCondOps extension for
Guest/VM.
