[RFC net-next 5/7] selftests/net: Add test app for SIOC{S|G}SYNCE

Test usage of new netdev IOCTLs: SIOCSSYNCE and SIOCGSYNCE.

Allow set or get the netdev driver configuration
of PHY reference clock on output pins.
