[PATCH v4 07/19] x86/zhaoxin: Use common IA32_FEAT_CTL MSR initialization

Use the recently added IA32_FEAT_CTL MSR initialization sequence to
opportunstically enable VMX support when running on a Zhaoxin CPU.
