- correct target name to $OUTPUTgpio-utils.o
- pass OUTPUT to tools/gpio/Makefile

Is this still an issue in linux-kselftest next. I applied a few patches
from Fathi Boudra

Please check and let me know if this is till an issue.

This issue is gone in linux-kselftest next, please drop my patch. :)
