This problem is fixed now.

$sudo make -C tools/testing/selftests/proc run_tests
[sudo] password for jeffrin:
make: Entering directory
'/home/jeffrin/upstream-kernel/linux/tools/testing/selftests/proc'
TAP version 13
selftests: proc-loadavg-001
