[PATCH v3 5/6] selftests: watchdog: avoid keepalive flood

Calling `watchdog-test [options] -p 0` results in flooding the kernel
with WDIOC_KEEPALIVE. Fix this by enforcing 1 second as minimal
keepalive/ping period.
