[PATCH bpf-next v3 2/2] libbpf: Fix the possible memory leak caused by obj->kconfig

When obj->kconfig is NULL, ERR_PTR(-ENOMEM) should not be returned
directly, err=-ENOMEM should be set, and then goto out.
