This patch makes riscv tar*-pkg builds consistent with other
architectures. Clobbering vmlinux-${KERNELRELEASE} means there's no ELF
binary produced by tar*-pkg builds; sometimes you just need an ELF
binary, e.g. to run faddr2line.
