I prefer to drop CONFIG_CC_IS_CLANG and use
cflags-y                       += $(call cc-option,-mexplicit-relocs)
KBUILD_CFLAGS_KERNEL           += $(call cc-option,-mdirect-extern-access)

Then Patch-6 can be merged in this.
