Removal of the check for __BPF_TRACING__ was my only concern, but I
think it's ok.

for context.  Moving this version check from headers being parsed to
Kconfig is an improvement.

FWIW, I sometime run `make CC="/usr/bin/time -v clang"` then post
process the output:
