Introduce one central definition of RWSEM_XCHGADD_ALGORITHM and RWSEM_GENERIC_SPINLOCK in kernel/Kconfig.locks and let architectures select RWSEM_XCHGADD_ALGORITHM if they want it, otherwise default to the spinlock version.
