Snip from s390 Makefile:

ifeq ($(CONFIG_64BIT),y)
        $(Q)$(MAKE) $(build)=arch/$(ARCH)/kernel/vdso64 $@
endif
        $(Q)$(MAKE) $(build)=arch/$(ARCH)/kernel/vdso32 $@

You need more changes to support this.
Check all arch Makefiles for similar uses.
