I think it's better to let KCONFIG_MODULE() returns true only for =m, so that
KCONFIG() will equal to KCONFIG_BUILTIN() || KCONFIG_MODULE().

BTW, the name KCONFIG(CONFIG_NUMA) seems ugly.
