Thank you for taking the time on how to detect "interferring" policy
rules.  At some point, we probably will need to come back to this
topic.

Is the problem detecting "interferring" or "overlapping" policy rules? 
If the problem is limited to detecting "interferring" policy rules,
then test for "overlapping" policy rules and warn about "interferring"
policy rules.
