Even though they reside in the kernel, they still consumers of events, much like userspace is, and they operate under the same assumption that if min and max are specified then max is not less than min. We always had HW drivers invert the axis to match our coordinate system (for absolute coordinates 0,0 is in the lower left corner, for relative right and up are positive and left and down are negative). You can see that in psmouse (psmouse_report_standard_motion) and synaptics drivers, one of the earliest in the kernel.
