[PATCH v6] counter: Introduce the COUNTER_COMP_FREQUENCY() macro

Now that there are two users for the "frequency" extension, introduce a
new COUNTER_COMP_FREQUENCY() macro.
This extension is intended to be a read-only signal attribute.
