Before a rmmod is acted upon I think it will always be un-suspended. This is necessary to avoid all sorts of nasty corner cases. It's been debate in the past on whether it is necessary to come out of runtime suspend under these sorts of circumstances but I don't think anyone has ever tried to make suspend and remove play nicely.
