[PATCH v10 18/25] dept: Apply timeout consideration to wait_for_completion()/complete()

Now that CONFIG_DEPT_AGGRESSIVE_TIMEOUT_WAIT was introduced, apply the
consideration to wait_for_completion()/complete().
