[PATCH] ata: Guard ata_scsi_dump_cdb() by ATA_VERBOSE_DEBUG

Defining `ATA_DEBUG` nothing can be really seen, as the log is spammed
with CDB messages.

Therefore, guard the print by `ATA_VERBOSE_DEBUG`.
