I was under the impression that this entire file is only used for
non-atapi devices.  At least, the VPD is supposed to have PQ/PDT filled
in, which would be 0x5 instead of 0.

You even quoted the bit where I did that:

The version of ATA-ACS 8 I have doesn't have it ;-)

I'll go and download a more recent one and respin with it.
