Currently, we didn't enable psr.i in GVMM, since all external interrupts
should back to host.  But for next step, we want to add the psr.i = 1
support in GVMM. 
The final decision should be based on performance evaluation, and to see
whether it has impact on the performance of host and guest side. Now I
want to keep it there as a tag.
