Actually the ACPI tables provide the speed: I2cSerialBusV2 (0x002C, ControllerInitiated, 0x00061A80, AddressingMode7Bit, "\\_SB.PC00.I2C1", 0x00, ResourceConsumer, _Y53, Exclusive, ) It's that 0x00061A80 == 400kHz. Linux uses that and I would expect Windows to do the same. However, since the behavior is different between the OSses we are missing something in Linux side.
