[PATCH RFC 16/22] KVM: x86: hyper-v: Honor HV_STIMER_DIRECT_MODE_AVAILABLE privilege bit

Synthetic timers can only be configured in 'direct' mode when
HV_STIMER_DIRECT_MODE_AVAILABLE bit was exposed.
