[v6 4/4] hwmon: Add Aspeed ast2600 TACH support

Add the support of Tachometer which can use to monitor the frequency of
the input. In Aspeed AST2600 SoC features 16 TACH controllers, with each
controller capable of supporting up to 1 input.
