[PATCH -next] hwmon: (pmbus) fix build error unused-function

If CONFIG_PMBUS is y and CONFIG_DEBUG_FS is not set.

make ARCH=arm64 CROSS_COMPILE=aarch64-linux-gnu-, will be failed, like this:
