If the SBEFIFO response indicates an error, store the response in the user buffer and return an error. Previously, the user had no way of obtaining the SBEFIFO FFDC. In case of an error with the SBE or SBEFIFO itself, in which case there is no FFDC, set the FFDC data to a magic value to indicate this kind of error.
