I can confirm adding

    #include <linux/pinctrl/pinconf.h>

to drivers/pinctrl/renesas/pinctrl-rzn1.c and drivers/pinctrl/pinctrl-single.c
fixes the issues I was seeing with shmobile_defconfig and (out-of-tree)
renesas_defconfig.
