[libgpiod PATCH 5/7] tools: gpioset: Add by-name support

Allow users to set the values of gpios by passing the gpio name. The
gpipchip is not specified, instead it is discovered using the same
method as gpiofind.

 $ gpioset  --mode=wait --by-name cfam-reset=1
