[PATCH v1] pinctrl: intel: Use NSEC_PER_USEC for debounce calculus

Replace hard coded constants with self-explanatory names, i.e.
use NSEC_PER_USEC for debounce calculus.

While here, add a unit suffix to debounce period constant.
