[ANNOUNCE] libgpiod v1.2

Hello,

I'd like to announce the release of libgpiod v1.2.

I was hoping that I'll finish the dbus daemon soon, but I simply lack
the time and I had several useful improvements in master already, so
here it is. Patches for buildroot and meta-openembedded are sent out
and should be picked up soon.

Release notes are available in the NEWS file. You can get it at
kernel.org[1][2].
