[ANNOUNCE] libgpiod v1.1

I'm announcing the release of libgpiod v1.1. It's available at kernel.org[1][2].

The biggest new features are the object-oriented high-level bindings
for C++ and Python3. Other than that there are some new helper
functions, minor improvements and a couple fixed bugs. A detailed
summary of changes can be found in the NEWS file and in gitlog.
