[PATCH] gpio: move GPIOD flags outside #ifdef

The GPIOD flags are defined inside the #ifdef CONFIG_GPIOLIB
switch, making the gpiolib stubs fail if these flags are used
by a consumer. This is not correct: the stubs should compile
fine without GPIOLIB.
