virtfs handles submounts poorly?

I have /hostfs pointing at the host fs.  All mountpoints error out
with -ENOTTY on everything.  I can't even mount on top of a
mountpoint.  This is annoying -- I can't mount /proc (in the vm) on
top of /hostfs/proc to prepare for chrooting.

Is this easily fixable?
