[PATCH RFC v3 05/17] fuse: Add a uring config ioctl

This only adds the initial ioctl for basic fuse-uring initialization.
More ioctl types will be added later to initialize queues.

This also adds data structures needed or initialized by the ioctl
command and that will be used later.
