[RFC v2 13/14] xfs: add an experimental CONFIG_XFS_LBS option

Add an experimental CONFIG_XFS_LBS option to enable LBS support in XFS.
Retain the ASSERT for PAGE_SHIFT if CONFIG_XFS_LBS is not enabled.
