[PATCH 05/14] fs/ntfs3: Fixing wrong logic in attr_set_size and ntfs_fallocate

There were 2 problems:
- in some cases we lost dirty flag;
- cluster allocation can be called even when it wasn't needed.
Fixes xfstest generic/465
