[PATCH 25/44] docs: filesystems: convert isofs.txt to ReST

- Add a SPDX header;
- Add a document title;
- Some whitespace fixes and new line breaks;
- Add table markups;
- Add lists markups;
- Add it to filesystems/index.rst.
