[PATCH 26/44] docs: filesystems: convert nilfs2.txt to ReST

- Add a SPDX header;
- Add a document title;
- Adjust document title;
- Mark literal blocks as such;
- use :field: markup;
- Add table markups;
- Add it to filesystems/index.rst.
